strange border the control panel window

Strange border on the Control Panel window

I have been watching my Control Panel window (leaving the window open on the screen and checking on it every few minutes) trying to find a pattern to when large pieces of the right and bottom outer frame vanish. Glass is on. I have an nVidia 6800 GT card with 256MB.
If you have spotted this anomoly and have some idea of what causes this part of the frame to come and go share your thoughts. My almost automatic suspicion is the video driver, but these days I'm blaming almost everything on that nVidia driver. I cannot figure out how to replicate.

I have a nVIDIA GeForce 6800, 256MB ,with the Vista Beta driver - 88.61 - installed. I have glass on. I do not seem to have that problem. I have the Control Panel in CLASSIC VIEW. Seems to be Ok in "Vista View" too.

I have the driver as well. I'm just trying to catch some pattern to what I or the system might be doing when it happens so I can do a more informative bug report than just an observation. Thanks.

My Vista machine is running a NVIDIA 6200, and I am a NVIDIA fan, but I bought an ATI X1600 Pro for my main machine runing XP (so I can use the 6200 on the Vista machine). This is a brand new ATI card. Every so often the display flickers; I have not figured out the time intervals that it flickers; it happens every so often. Or if I unplug the card and plug it in again, it'll go away.
I am wondering if I should call it in. Ask for an RMA.
What would you do?
